Are you ready to make an impact in risk management and compliance? We're seeking a Credit Review Analyst II to conduct vital reviews of new loan originations and specific programs, identifying potential risks and providing actionable recommendations. You'll prepare insightful reports for our lending team and management while ensuring compliance in student lending.In this collaborative role, you'll lead initiatives to enhance credit risk management and champion our culture of innovation. If you're passionate about driving change and improving processes, we want you on our team!Loan Review Function: Completion of loan reviews targeted at new loan originations, specific loan programs, portfolio segments, and the overall workflow of lending and credit administration functions. Test work requires knowledge of:Loan risk ratingsUnderwriting standards and examining strength and quality of financialsLending core system knowledge in verifying accuracy of loan dataEnsure adherence to loan policy, procedures, and regulationsLoan documentation and loan approval requirementsDetermination of errors or weaknesses in credit administration within loan files reviewed that could cause loan loss and provide recommendations and or solutions to problems identified.Assist in the preparation of various loan review reports to lending staff, management, and the Advisory Board to ensure the level of risk of findings are identified, escalated to the proper party, with follow up completed on issues as required.Complete and report on Student Lending test work that includes auditing for compliance of underwriting guidelines and analyzing for additional risk and appropriateness of student loan guidelines and procedures.Complete reviews and assist to provide recommendations on BND Risk Based Collateral Inspections for Letters of Credit Pledged - Public Deposits for BND Correspondent Financial Institutions to ascertain adherence to program parameters.Other Credit Review Functions: Complete any additional validation testing to confirm issues are resolved.Position includes obtaining various loan portfolio data and / or statistical reports thru sophisticated report writing software.Provide reports to Stonehill on a monthly and quarterly basis for residential real estate loans to determine compliance with state and federal regulations. Position includes completing Tier I and Tier II sampling of loans to be used by Credit Review for:Initial Loan Review Post Fund ReviewTarget Review Leadership Functions:Credit Review staff are expected to be BND's loan documentation experts and are often the source of loan funding guidance and recommendations for BND lending staff.Complete research and special projects as assigned and participate in or lead collaborative efforts of BND process improvement initiatives pertaining to credit risk management. Position includes collaboration with other Risk Management and Lending staff to provide and implement opportunities and synergies where appropriate.Champion BND's Culture - Learn, understand, and assist in the evolution of BND's Innovative cultural efforts.Idea Generator - Assist in being curious and innovative by participating and developing ideas through building relationships with business partners.

Minimum Qualifications

This position requires a bachelor's degree with a major in a business, finance or closely related field and three years of credit review analysis or applicable bank-related work experience. The hiring agency, at its discretion, may substitute years of related professional work experience for the education requirement. Direct years of experience may carry more weight than indirect banking experience.

Its loan programs work in conjunction with private financial institutions to finance economic development throughout the State. It is the legal depository for all state funds unless provided otherwise by law. The Bank also serves as a central clearing agency and provides many other services to North Dakota banks and other financial institutions. The Staff Accountant position I will be responsible for assurance activities that include:Process accounts payable and review purchase card use for compliance with state guidelines. Ensure accurate tax reporting, including the acquisition of W-9's and preparation of 1099's for reportable vendors.Plan and conduct banking regulatory compliance testing to evaluate the effectiveness of existing Daily maintenance and monitoring of general ledger accounts, including accruals, amortization, depreciation, and prepaid expenses.Daily reconciliation of Federal Reserve account and weekly reporting of deposits, transactions, and cash balances to the Federal Reserve.Reconciliation and analysis of bank accounts, trust accounts and Federal Home Loan Bank borrowings. Maintain records in accordance with legislative requirements.Provide support for annual audits and compliance reviews.Ensure maintenance of record retention schedules including proper record identification, proposing the length of time each state record series warrants. retention for administrative, legal, or fiscal purposes, and retain/dispose records according to retention timeframe for the accounting department.Help to ensure internal control systems designed to safeguard bank assets and ensure compliance with established policies and procedures.Provide support for the accounting team as requested by Management.Additionally, we would like to foster an environment of cross training with this position for the paying agent on the Trust side. Duties could include:Process all transactions relating to the bond registrar system, to include input of new bond issues, processing principal and interest payments, calls and redemptions, draw maintenance, and preparation and verification of billing statements. Collect and process payments from bond issuers, reconcile accounts and submit payment to DTC.Submit reports for OFAC.Monitor, review, and track draws and warrant payments.Monitor and create Destruction Certificates.Act as the contact to open and close Cash Bond CDs. Post monthly interest, reconcile accounts, and provide reports.Process disputed royalty payments and provide reports.Monthly posting of interest to all Trust GL Institutions.Provide support for annual audits and compliance reviews.Provide support for the internal control systems designed to safeguard the bank assets and ensure compliance with established policies and procedures.

Minimum Qualifications

This position requires an associate degree with coursework in accounting, business management or finance. The hiring authority may substitute relevant college-level course work and/or years of related professional work experience for the education requirement. No previous accounting experience required. Experience in Microsoft Excel, Director, and Navigator preferred.
